1st of the Conference of Constitutional Jurisdictions of the Turkish World

The I Congress of the Conference of Constitutional Jurisdictions of the Turkish World (TÜRK-AY) was held in Baku on 16 July 2025.

At the beginning of the Congress, the "Shabi-Hijran" chorus from the opera "Leyli and Majnun" composed by Uzeyir Hajibeyli, a great composer of Azerbaijan and the Turkic world, was performed inspired by the famous poem of Muhammad Fuzuli, one of the most prominent poets of Turkish-language literature, history, and culture.

Representatives of the Constitutional Courts of the Republic of Türkiye, the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan, which are full members of the TÜRK-AY Organization, participated in the Congress, which was chaired by the Constitutional Court of the Republic of Azerbaijan. Simultaneously, delegations led by the President of the Supreme Court of the Turkish Republic of Northern Cyprus and the President of the Federal Supreme Court of Iraq attended the Congress as guests of honor.

At the beginning of the Congress, Chairman of the Constitutional Court of the Republic of Azerbaijan, Mr. Farhad Abdullayev made a speech and emphasized the importance of holding this significant event in our country. He noted that TÜRK-AY has become an important legal cooperation platform in terms of expanding legal cooperation between Turkic states and promoting common legal values.

In his speech, Mr. Kadir Özkaya, President of the Constitutional Court of the Republic of Türkiye, emphasized the activities carried out by TÜRK-AY during the Turkish Constitutional Court’s term presidency of the organization and touched upon issues of cooperation with other international organizations.

Afterwards, at the event, representatives of TÜRK-AY member courts presented reviews of national reports on the 6th Congress of the World Conference on Constitutional Justice.

After the presentation of the reviews, views were exchanged regarding the activities of TÜRK-AY in the field of cooperation with international organizations, the achievements obtained in this area and perspectives ahead.

Subsequently, the request of the Supreme Court of the Turkish Republic of Northern Cyprus to be admitted to TÜRK-AY as an observer was discussed and a positive decision regarding the request was unanimously adopted.

Within the framework of the Congress, the "Baku Declaration" was signed, which serves to develop cooperation in the field of constitutional justice among Turkic states. The importance of the unity of the peoples of the Turkic world and the importance of legal cooperation between the constitutional justice bodies of the Turkic states, as outlined in the "Karabakh Declaration of the Summit of the Organization of Turkic States" dated 6 July 2024, are reflected in the Declaration.

The participants expressed their gratitude to the Constitutional Court of the Republic of Azerbaijan for organizing the I Congress of the TÜRK-AY Conference and congratulated the people of Azerbaijan on the "Year of the Constitution and Sovereignty".

During the event, Memorandum of Understanding were also signed between the Constitutional Court of the Republic of Azerbaijan and the Constitutional Court of the Republic of Türkiye, as well as between the Constitutional Court of the Republic of Azerbaijan and the Federal Supreme Court of the Republic of Iraq.

In conclusion, the Chairman of the Constitutional Court, Mr. Farhad Abdullayev, highly appreciated the work of the I Congress of TÜRK-AY and expressed his satisfaction with successful completion of the event. Chairman expressed his confidence that cooperation in the field of constitutional justice within the framework of TÜRK-AY will be sustained and further strengthened in the future.
